On July 6, 2001, the Ceremony for Dalian Neusoft Institute Of Information Technology and Northeast University Neusoft Institute Of Information Technology jointly invested by both Neusoft Conglomerate and Dalian Software Park Science and Technology Development Co., Ltd. was held at Dalian Software Park (National Example Software Park). The Education Ministry telegraphed and Boxilai (the Governor of Liaoning Province), Huangqitao (the Vice Minister of the Department of National Science and Technology), Xiaderen (the Vice Governor of Liaoning Province), Liyongjin (the Major of Dalian City), Zhangdexiang (the Head of Liaoning Education Department) and other leaders attended the ceremony.

     IIT is the first professional institute designed to foster application oriented education, which is invested by private enterprises. Its foundation started the era of cultivating professional software talents on large scale and formed the solid ground for Liaoning province to foster software talents on both associate and bachelor levels where there is a shortage.
