Lilantqing

On his visit to Dalian IIT construction field, Wenshizhen, the Secretary of CCP of Liaoning Province, extolled the establishment of Dalian IIT and encouraged Doctor Wen (The President of the IIT) to produce more excellent IT talents. He hoped that more talents like Liujiren (Doctor Liu and the President of Neusoft) could be produced in a student-is much-better-than-teacher way. He also pointed out that the education and scientific research should be market-oriented since we all knew that there would be no silicon valley without Stanford University. “Can you be the Chinese Stanford University?” he asked. He said it was Northeast University who boosted the software industry in Shenyang and even in Dalian. To be truthful, he remarked, the case was exactly the same in Dalian. “The aura would not be like this if there was no such Northeastern University building”, he added. He also said that Northeast University had made many contributions to the development of the software industry in Liaoning Province and quoted that Northeastern University was the banner for the Chinese software industry and his own comment for this view was “It deserves its reputation.”

Boxilai

At the Opening Ceremony for IIT on July 6th, 2001, Boxilai (The Governor of Liaoning Province) suggested to Doctor Wen that “What we should do is not just develop high-techs and software products but also produce IT talents.”

Wujichuan

On July 7, 2001, Mr. Wu (The Minister of Information Industry Deparment) paid a visit to IIT escorted by the concerned leaders from both the provincial administrations and the Dalian administrations. He hoped that more entrants could enter this IIT and become IT talents as soon as possible and to devote themselves to the Chinese development of IT.

Xuguanhua

On his visit to IIT on July 28, 2000, Xuguanhua (The Minister of National Science and Technology Department), made it clear that the development of high-tech industry would certainly require the cultivation of high-tech talents and he hoped that the IIT could be built and that the talents could be produced as soon as possible.

Gouzhongwen

On June 4, 2002, Gouzhongwen (The Vice Minister of National Information Industry Department) visited Dalian Software Park escorted by Wangchengmin (the Deputy Mayor of Dalian City). Doctor Wen briefed them with the situations and the introductions about the creative IT education. Mr. Gou praised the construction of Neusoft and the IIT and expressed his satisfaction after asking about the details of the education mode of Internationalized, Application-Oriented and Personalized talents and the other details such as lifelong education and the R&D center.

Wangzhaoguo

On July 22, 2002, Wangzhaoguo, the Vice-Chairman of CPPCC National Committee and Head of the United Front Work Department of the CPC Central Committee, paid a visit to our school. In the exhilarating aura, Mr. Wang showed great interest in our lifelong education center and the SUN Library in his tour around the campus. While he happened to witness the initiating training at the International Auditorium, he extolled the construction of IIT and delivered an exciting impromptu speech to the new entrants. He said that the 21st century would be an era featuring the rapid development of IT, the widespread application of IT to an extensive range and the economy of knowledge. Neusoft felt the pulse and established the IIT, which was designed to cultivate the computer talents for China in the 21st century. Working in such surroundings created both fortune and challenge for the employees who were bound to be patriotic and carry out the mission of cultivating these excellent Chinese IT talents.

Zhouji

On August 19th, 2002, Zhouji, the Vice Minister of Education Department, paid a visit to IIT escorted by Zhaoxinliang (the Vice Governor of Liaoning Province) and the leaders from both the provincial Education Department and Dalian City. Mr. Zhou’s main intention was to inspect the situation of creative IT education by combining Face-to-Face education with online education over the two years. He praised the development of IIT hoping that it could progress in a positive, exploring and creative way with the normalized management and pointed out that Neusoft had established itself as a good example in the industrialization of the high-tech field with its valuable experiences and contributions to it. He added that it was a good thing for Neusoft to explore IT education and it had marched forward far beyond in terms of the production quality software talents and the Education Department would offer great support on this point.

Lvfuyuan

On October 10, 2002, Lvfuyuan, the Secretary of CPC of the Commerce Department of PRC (Originally the Vice Ministry of Education Department), visited the IIT escorted by Xiaderren, Dayulin (the Deputy Mayor of Dalian City) and the other leaders concerned. After briefing Doctor Liuchunyu about the SOVO (Student Office & Venture Office), he pointed out that the virtual software firm mode adopted by SOVO was worth promoting regarding the fact that the college students could gain useful training in various ways such as real programming experiences, understanding enterprise cultures, starting up consciousness and creative thoughts while getting involved in practical projects. At the same time, he also encouraged the students to go further to the extent that the virtual firms could be transformed into real ones by having the outstanding firms grow up via the venturing funds and by entering the final phase of IPO (Initial Public Offering). He expected that these kinds of firms would become completely market-oriented enterprises. After briefing the department of lifelong education, he expressed his approval of IIT’s edging consciousness and actions by hoping that department could make full use of the resources and offer specialized services to the coming society featuring learning.

Guxiulian

On April 2, 2003, Guxiulian , the vice-chairwoman of NPC Standing Committee, visited the IIT escorted by Sunchunlan and other leaders. In the exaltation, Mrs. Gu said “ I feel younger than before while standing amongst you”, which was greeted by applause. She also expressed her deep interest in the students’ study in teaching building A. She asked Sunchulan and Mr. Zhang many questions regarding the features and the size for her concerns and gladly remarked “ I would rather study here in such nice surroundings if possible.”

Lichangchun

On May 2, 2003, Lichangchun, Member of the Politburo of the CPC Central Committee paid a visit to IIT escorted by Wenshizhen (the Secretary of Liaoning CPC Committee), Sunchunlan and Xiaderen. Dr. Liujiren and President Wentao accompanied the group on a campus tour and briefed them with the situations concerned. Mr. Li was briefed with the details about the second phase construction before the library and was glad to inspect the digitalized education reform, new inventions and the brain-refreshing E-learning courseware integrated with voice, animations and words in room 330. Also, Dr. Liu gave an impressive introduction about the progress of courseware development. In the SOVO area, Mr. Li started talking to the students with great interest and shook hands with Fanjianxun, the V-CEO, after learning about the Sunlight company (affiliated to the Starting up Center) and encouraged him by saying “I wish you success in this business and can turn this virtual firm into a real one.”

Masongde

On June 27, 2003, Masongde, the Vice Ministry of National Science and Technology Department, visited IIT escorted by Dayulin and Yangzhonghua. He expressed his full content with Neusoft’s development and commented that it had exceeded many Indian companies in terms of size and should make some breakthrough in the production value. During his visit, Mr. Ma kept asking about education, investment, construction and development. He said it was Neusoft and a couple of other firms who blazed the trail for the Dalian software industry and he was completely satisfied with the emphasis on the certificate system and perfecting the IT education system by saying that education must come before the software development. Escorted by President Wen, Mr. Ma took a campus tour and showed up at the R&D center and the Starting up Center. He had an intimate talk with the supervisor of Human Resources and asked in detail about the SOVO projects and personnel. He said he felt very happy upon learning that the students could get paid for their labor and wished that they would be able to making it bigger and stronger.

Wuyi

On July 23, 2003, Wuyi, the Vice Prime Ministor of State Government who took a special tour to EEM, visited IIT escorted by Sunchunlan and Xiaderen. She briefed Liujiren (the President of Neusoft ) and asked with a smile on her face: “No traditional education can be found here, right?”. After that, Dr.Liu briefed her with the creative measures and IT cultivating mode. Mr. Wen pointed out that it was not easy to have a university with a global reputation and although there are many universities in Liaoning Province and it could be IIT who would possibly turn out to be that one. After knowing the SOVO, Mrs. Wu remarked that most of us would think SOVO or Virtual-CEO, Virtual-CFO or Virtual-CTO an exotic concept. Learning that it was originated and had been registered by Neusoft, she praised that SOVO embodies new concepst and expousing the principle that education can only be developed via creation, there should be more universities like IIT in China”. “It means that a student would finish the MBA course as well as the bachelor degree while they graduate from the school.” added Boxilai.

Wuqidi

On August 12, 2003, Wuqidi, the Vice Ministry of Education Department escorted by Liuguoqiang (the Vice Governor of Liaoning Province), Lishusen (the Deputy Director of Education Department of Liaoning Province), and Sunjiaxue (the Secretary of Northeast University CPC), visited Neusoft Shenyang Software Park and was joined by the President Liujiren and President Wentao. Mr. Wu expressed his deep interest in IIT and said that it was in his schedule for the next time he visited Dalian.

Guxiulian

Jiatqinglin

On August 24, 2003, Jiaqinlin, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and the Chairman of CPPCC, escorted by Wenshizhen and Boxilai, came to Dalian Software Park (the National Example Software Base) for research and inspection. On his ride to IIT, Dr. Wentao briefed him with the education philosophy, education scale, the development scheme and other Neusoft education undertakings. After the briefing and inspection of the IIT surroundings, Jiaqinglin praised the diverse philosophies and the measures taken cocerning the mode of IT talent cultivation.

Huangju

On August 31, 2003, Huangju, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, escorted by Wenshizhen, Boxilai, Sunchunlan and Xiaderen, paid a visit to IIT. Dr. Wentao and the leaders concerned joined the visitors. In his inspection, Huangju was briefed with the education philosophy, education scale, the development scheme and other Neusoft education undertakings. Huangju praised the diverse philosophies and the measures taken concerning the mode of IT talent cultivation.

Xujialu

On September 19, 2003, Xujialu, the Vice Chairman of CPPCC, was present at the ceremony for The Forum of Computerization in China Universities. He stopped particularly at the Neusoft stand and was briefed with the education operation and other undertakings concerning the computerized advanced education by Dr.Wentao. Mr. Xu praised the extensively developed IT education made by Neusoft.

Chenzhili

On September 20, 2003, Chenzhili, a Member of State Committee, inspected The Forum of Computerization in China Universities. In front of the Neusoft stand, she briefed Dr. Liuchunyu (the CTO) about the R&D of the E-learning project and presented her content with the Neusoft software development and IT education hoping that IIT would continue its efforts in cultivating more IT talents.

Weijianguo

On September 26th, 2003, Weijianguo, the Vice Minister of Ministry of Commerce of PRC, accompanied by his Directors, inspected IIT and asked about the details regarding the graduates, the sources of the entrants, and the constitution of the staff. After learning that the employment rate for the first graduates hit more than 90% and the highest salary was over 5,000 RMB per month, he smiled and concluded that it was the distinguishing feature that got adjusted to the market laws and led to the result. He added that Neusoft should strengthen its efforts and integrate various cultivation modes to promote various fields aimed at producing IT talents. By doing this, he commented, IIT would not only be the aegis for Dalian’s development of the software industry, but also contribute more to the development both domestically and globally. He quoted that the value for software export in Liaoning Province would reach $500 million and that IT employees were expected to be over 300,000 and the task for education establishments like Neusoft would be a heavy duty job.

Wangxudong

On November 23rd, 2003, Wangxudong, the Minister of the Ministry of National Information Industry, escorted by Sunchunlan, Xiaderen and other leaders concerned, inspected IIT. Mr. Wang pointed out that Liaoning Province was well grounded in terms of information industry and its development was very fast. As for Dalian Software Park, he said it supplied the talents reserve for IT development while insisting on the integration of education, production and research in a flexible mechanism. It was growing rapidly based on the cultivation of IT talent in which IIT marched far ahead. He hoped that IIT could strengthen its cooperation with the neighboring universities in order to share the resources and make more contributions to help shape a China Silicon Valley.
