● On January 9, 2002, Wangrongxuan, Subiqun, Likunxue, Shuluanyi, Supeiwei and Sunjiayuan (respectively the permanent member of the CCP Committee of Sichuan Province, the Secretary of Chengdu CCP Committee and the leaders of Chengdu City), visited the Chengdu IIT construction field escorted by Zhangningsheng and Yangcanzhi, respectively the Secretary of the Dujiangyan CCP Committee and the Mayor of Dujiangyan City. Mr. Wang briefed the guests about the student sources, future employment and the building up of teacher resources. They hoped that the institute would transfuse a large quantity of internationalized, application-oriented and personalized IT talents into the development of Sichuan Province.

● On March 15, 2003, a TEFL forum was initiated. Participants included foreign linguistics and provincial English education experts in order to explore TEFL (Teaching English as a Foreign Language). Yangjunfeng, Zhangzhiming and Dr. Zhangwei (respectively the Boarding Chairman of Liaoning Foreign Language Study Association and the Vice President of the institute), were in attendance.

● On March 16, 2003, the agreement-signing ceremony between Neusoft and OBUNSHA was held and marked the beginning of educational cooperation for the parties. As a result, the CASEC (a professional English Study System) including CASEC Computerized Valuation System for Professional English Study and CASEC online Courses was imported to Neusoft and served as the platform for Neusoft online e-learning.

● On March 24, 2003, Boxilai, the Governor of Liaoning Province, visited to Dalian IIT and its second stage construction field, escorted by Liuketian, Tengweiping, and Sunchunlan (respectively the Vice Governor of Liaoning Province, the Secretary of the CCP Committee of Dalian City and the Mayor of Dalian City).

● On March 29, 2003, the Dalian International English Competition titled Talents-Neusoft Online Cup sponsored by Neusoft IIT raised its curtain hosted by the Personnel Department of the Dalian CCP Committee and the Dalian Personnel Department of the Government. The competition was divided into three parts, i.e. the government part, the enterprise part and the university part and contained pretest, second test and final test. The Neusoft CASEC Computerized International Professional English Evaluation System developed by OBUNSHA was put into use in the first stage.

● On April 1, 2003, Kezunping, Yangquanming, Heluzhang, Liguanghua, Liuyaqin, and Lilimin, (respectively the Vice Governor of Sichuan Province, the Director of the Education Department, the chief Director of the Bureau of Provincial Affairs, the Director of the University Education Office of the Education Department, the Director of the Career Education Office of the Education Department and the Director of 3rd Office of Provincial Affairs, visited Chengdu IIT and made the following comments. Mr. Ke expressed his deep understanding of the education philosophy and mode featuring modern times by applying modernized tools to educational practices and thought it was necessary to be able to compete internationally. He also pointed out that Sichuan Province thought favorably of the development of Chengdu IIT and would stake its hope on its next program wishing Neusoft Chengdu IIT could become the banner for civilian education to promote university education particularly higher professional education.

● On April 2, 2003, Guxiulian, the Vice Chairman of the People’s Committee, visited to the institute escorted by Sunchuanlan, the Secretary of the Dalian CCP Committee. The Chairman made positive remarks on the institute’s teaching surroundings, the facilities and the development programs.

● On April 2, 2003, the signing ceremony and press conference for the cooperation agreement between Neusoft and SAP (the most powerful software provider for Enterprise Management and Coordinate Commercial Solutions) were held in Beijing. In this ceremony titled To Promote the Computerization for Chinese Enterprises by the Joint Powers-Neusoft & SAP, it was announced that full scale cooperation between the two parties regarding the Education and Training of the talents, technologies and solutions and consulting services involved in the computerization would be greatly promoted to play a significant role in the process of computerization in China. The two parties also agreed that a SAP training Center should be built at Dalian IIT and as a result, IIT would naturally become one of the 8 universities enjoying the support of Seeding Plan set by SAP.

● On April 7, 2003, the Enterprise Competition of the Dalian International Professional English Competition was accomplished. It was hosted by the Personnel Department of the Dalian CCP Committee, the Personnel Department of Dalian Administration, the Dalian Economy and Trade Committee, the Dalian Offices of Foreign Affairs, the Dalian Education Bureau, the Dalian Bureau of Foreign Trade and Economic Cooperation, the Dalian Bureau of Information Industry, the Dalian Youngster Communist Society and IIT.

● On May 2, 2003, Lichangchun, the permanent member of the Central Politic Bureau visited Dalian Neusoft IIT escorted by Sunchunlan (the secretary of the Dalian CCP Committee), Xiaderen (the Mayor of Dalian City), Dr Liujiren (the President of Neusoft) and Dr. Wentao (the President of IIT). After being briefed about the concerned situations and the details about the normalized operation of the virtual students’ company, he shook hands with one of the Virtual-CEO, and encouraged him to succeed in setting up a new enterprise and turn the virtual one to a real one.

● On May 17,2003, Zhangzhongwei, the Governor of Sichuan Province escorted by Zhangningsheng (the Secretary of the Dujiangyan CCP Committee), visited to Chengdu IIT and expressed his deep concern about its future development hoping it would become a high quality university able to bring more software talents to work for the Grand West Exploration.

● On May 28, 2003, the International Conference Room which had been vacant for a long time due to SARS was fully occupied by over 200 employees who were discussing the topic Retracing the CEO’s Step through intimate talks with Dr. Liujiren (the President of Neusoft) and Dr. Wentao (the Vice President of Neusoft and the President of IIT). The two CEOs put forward their sincere expectations for the SOVO members.

● On June 9 and 13, 2003, broad attention was brought to IIT via a report run in Chinese Youths and Education In China which published a 100,000 words article titled Devoted to IT Career-The Charming IIT. After that, the name of Neusoft IIT was promoted among domestic education communities.

● On June 27, 2003, Masongde, the Vice Minister of the National Science and Technology Department visited Dalian IIT under escorted by Yangzhonghua (the Deputy Director of the Liaoning Science and Technology Bureau) and expressed complete satisfaction of Neusoft’s development by commenting that Neusoft had overrun many Indian companies in terms of scale and he hoped Neusoft would make a new breakthrough in production values. He said education must come before the development of the IT industry and it was a good news that Dalian had been aware of the need for talents for the IT industry at an earlier time and hence established a perfect IT education system which should be a model for other cities. He expressed his appreciation for Neusoft IIT and its education mode.

● On July 1, 2003, the ceremony the Opening Ceremony for Entrants in 2003 and the Commencement for the First Graduates was held in the IIT International Reporting Center. The graduates were the first compound talents produced under the motto: Internationalized, Application-oriented and Personalized. The graduates were coveted by the talents markets and most of them were recruited by many famous domestic or global firms such as GE, Accenture, China Unicom, China Netcom, TCL, Neubitco, Edge Software Development Company, Chinasoft, Kawasaki Heavy Industries Co. Ltd., NIDEC (Dalian) Limited, ALPS Logistics (Shanghai) Co., Ltd., etc. Besides, there were four graduates who continued their study as postgraduates working on the master degrees respectively at Beijing University, Dalian Maritime University and Northeast University.

● On July 5-6, 2003, Neusoft IIT held its nation-wide 2003 entrance tests in 213 test rooms across 8 test areas in Liaoning, Jilin, Heilongjiang, Shandong, Henan, Guangdong and Sichuan. Approximately 6,000 applicants participated in the test arena after the national entrance tests. This was the third nation-wide exam after the previous 2 exams and the first joint exam held by Dalian, Nanhai and Chengdu. In terms of scale and numbers, a new height was hit. Again, the interactive recruiting mode proved that the creative IT education mode met broad recognition from both the applicants and their parents.

● On July 23, 2003, Wuyi, the Vice Prime Minister of the State Council, though on her way to another event, took the time to pay a visit to Neusoft International Software Park IIT. Upon her visit to the Students Enterprise Center, she saw a demonstration of the online courses and made favorable remarks about the Lap top PC university- she was impressed with the cutting-edge education philosophy and advanced teaching approaches.

● On July 25, 2003, the Construction Committee of the CCP for Dalian IIT was established and Dr. Wentao, the President of the Institute, was made the Director of the committee with the constitution and members set.

● On July 29, 2003, the Neusoft Group, well-known as a solution provider, began their march onto the online IT education field and the press conference for the Online Neusoft University & website Connection www.neusoftonline.com was held in Dalian Neusoft IIT and recognized IIT, which serves as an IT education and E-training solution provider among Neusoft’s three core trades, and is beginning to expand its wings. Therefore, Neusoft IIT became a real ESP (Education Service Provider) integrated with diploma education, lifelong education and online education.

● On August 12, 2003, Mrs. Wuqidi, the Prime Minister of the Education Department paid a visit to Neusoft’s Shenyang Software Park escorted by Liuguoqiang (the Vice Governor of Liaoning Province), Lishusen (the Deputy Director of the Education Bureau of Liaoning Province) and Sunjiaxue (the Secretary of the CCP of Northeast University). The Vice Prime Minister showed great interest in Neusoft IIT’s development and said that she would pay a visit to it the next time when she was in Dalian.

● On August 24, 2003, Jia Tsinglin (the Permanent Member of the Central CCP’s Political Bureau and the Chairman of the National Political Council), Wangzhongyu (the Deputy Chairman of the National Political Council) and Zhengwantong (the Chief Secretary of the National Political Council) paid a visit to Neusoft IIT. They inspected the development of the software industry in Dalian escorted by Wenshizhen, Boxilai, Zhangwenyue, Shunchunlan, and Xiaderen. They spoke highly of the mode and the features of IIT and expressed their satisfaction with the way Dalian cultivated the software talents.

● On August 31, 2003, Huangju, the Permanent Member of the CCP Central Political Bureau and the Vice Prime Minister of the State Council, paid a visit to Neusoft IIT and briefed Dr. Wentao about the environment.He expressed his full scale recognition of its mode and philosophy regarding the cultivation of software talents.

● On September 19, 2003, the exhibition for Higher Education Software hosted by the Education Department of the PRC was witnessed in Beijing.During it, Neusoft, the biggest software and solution provider in China, demonstrated its educational solutions including E-campus, Neusoft Digital Education Platform and E-learning regarding E-T solutions (IT education and Training solution). Lilansing (the previous Vice Prime Minister), Chenzhili (the committee member), Xujialu (the Deputy Chairman of the House of the National People’s Representatives), Zhouji (the Minister of the Education Department), Wuqidi (the Vice Minister of the Education Department), Masongde (the Vice Minister of the Science and Technology Department) and Gouzhongwen (the Vice Minister of the Information Industry Department) and various leaders from several provinces examined the Neusoft stand and expressed their recognition about the abundant fruits in the IT education field. President Wentao was invited to present his speech at the forum of computerized higher education in China and this was first time for Neusoft IIT to share the forum with privileged universities such as Beijing Normal University, Beijing University and Tsinghua University.

● On September 26, 2003, Weijianguo, the Vice Minister of the Commercial Department, visited Neusoft IIT escorted by the directors of the department and Dr. Wentao. After visiting the newly built library, he was briefed about the operation and remarked that one of the features of Neusoft wastheir abilities to adjust to the laws of the market and Neusoft should keep and strengthen its efforts by integrating its cultivating mode to promote many other trades. He hoped that Neusoft would not only serve as the aegis for Dalian’s information industry but also the whole nation-even the whole world.

● On October 10, 2003, the opening ceremony for 2003 entrants was held. Dr. Wentao and President SHOZO SHIRAI from Dalian ALPS Co., LTD co-presented the scholarship and certificates to the twenty winners of the second round of the ALPS Scholarship. The opening ceremony for the Panasonic Electric Laboratory was also seen in this ceremony and Mr. 滨田正博 co-hosted this ceremony. It was said that the Thin Client System was donated by PE to prepare the laboratory in the hope that this cutting-edge equipment would support IIT’s talent shaping and create a wider space for the students.

● On October 28, 2003, ALPS ELECTRIC CO., LTD. Alpine Electrical Co., Ltd. And ALPS Group affiliated companies hosted a friendship party titled Cooperative exchanges in the Academic International Auditorium. Both the Chinese youngsters and Japanese youngsters expected that more information about the two nations and electronic technologies should be shared between ALPS and Neusoft to promote the friendship and the Dalian economy.

● On November 8, 2003,the chief executives from NEC came to Neusoft Dalian Park and were greeted by Liujiren (the Chairman of the Neusoft Board and President), Dr. Wentao and Jianguodong (the General Manager of Dalian Neusoft).The two parties entered a meaningful conversation later. Mr. Akinobu Kanasugi also expressed his great interests in the creative IT education hoping that more cooperation would be seen.

● On November 22, 2003, more than 40 IT firms competed to chase the Neusoft IIT graduates of 2004 in the Mutual Selection Employment Fair. Various orders were sent out to recruit the graduates in software development, project management, network maintenance, information consultation, marketing and management. The 357 customized Neusoft IIT graduates were much coveted to fill over 400 positions.

● On November 23, 2003, Wangxudong, the Minister of the National Information Industry Department, visited Dalian IIT under the escort of Sunchuanlan and Xiaderen and pointed out that the features of information industry in Liaoning Province were well grounded and rapidly developing. He also mentioned that Dalian Software Park, who adhered to its production-study-research integrated mode and its fixable mechanism, expanded rapidly based on the cultivation of talents and provided the talent storage for the development of the IT industry. In this regard, Neusoft IIT stood ahead and he hoped that IIT would strengthen its coordination with neighboring universities to share mutual resources and contribute more in shaping Dalian as the Chinese Silicon Valley.

● In December 2003, Dalian Neusoft IIT and Chengdu Neusoft IIT were successively approved as one of the first 35 National Exemplary Professional Institutes. This signified that the IITs had commanded both national and social recognition and would promote the reform and creation of their mode of cultivating professional talents. This would certainly serve to ground the talent base and to improve China’s national competing power to catch up with the leading countries.
